My understanding is that the buildd machines compile the packages in a
chroot with the unstable distribution installed in it. What you need is a
machine with such a chroot. Then, root needs just to run apt-get build-dep
octave2.1 and you are done.
Christian: would it be possible to set up a minimal chroot for John on your
m68k box?
