You are fully right. I misunderstood the problem at first and thought
that the octplot executable was dynloaded. I am not completely sure, but
I think this executable can be compiled without the PIC option.
As regards FTGL becoming a shared library in Debian, see the bug report
below, in which the package maintainer argues why he would not do so:
