It should be much more complicated than the way you depicted above. First,
we have to convince the release team that this change is really necessary
and since it involves dozens of packages, the changes are quite low we will
succeed.
Besides, as JWE described the situation, the current set of packages in
unstable are coherent with themselves (they all have the C++ ABI set to
"unknown"). This should be okay for the large majority of users.

Apparently for Autoconf 2.52 and newer.
