Well, I guess I go as the second member of the DOG in the chain. The
problem is that I haven't done much work for at least 6 months (I
changed jobs and I'm swamped -- business as usual). I could try to get
some time for Debian work, but I should state clearly that I can't spend
as much time as Rafael on this. 

Anyway, I'm only a DM, so this is definitely not the way to go. If we
don't have a DD in the group, we will lose in the long run.

My preferred solution would be to join one of the scientific groups in
Debian. We have quite some packages, but the vast majority is from
Octave-Forge and quite small (this might turn out to be a problem, but
we'll see).

This would be somewhat inconvenient for John Eaton, who is currently
subscribed to our list. But I don't see any alternative for it.
