It is best to report generic bugs in Octave directly to the
bug at octave.org mailing list and use the debian bug reporting system
for packaging or Debian-specific problems.

Please include enough information in your report so that someone might
have a chance to actually reproduce the error.  For example, your
report below is incomplete because it does not include a file that
fails to load.  Unless you can provide some code that will generate an
unloadable file, then please include one.  Please don't expect us to
be able to guess how to generate a file that will not load properly.
