I am the person to blame: :-)

   $ git blame debian/control | grep octave-secs1d
   cb057997 (Rafael Laboissiere 2014-01-13 19:37:17 +0100  67) octave-secs1d (<= 0.0.9-2),

I do not remember why I have added it.  It is probably a mistake. I 
already fixed it in the Git repo.
