According to our tests, plplot is the only package not maintained by the
Debian Octave Group that FTBFS with octave 3.8 (so it's good if it does
not block the transition). For the packages maintained by the Debian
Octave Group, most will just need a binNMU; a few will need sourceful
uploads, and a couple of others will need removal from unstable (because
obsolete), but we stand ready to take care of that.

So basically the transition can start as soon as you decide.
