[Pkg-osm-maint] dapal missing and updates

Greetings,

as some of you migh have noticed, David Paleino (dapal) is not active any 
longer, so bugs like #708948 don't have much of a chance of being fixed by 
him.

Is there anyone else in the team available? If not, I am available for doing 
it myself, but I am a DM so I don't have indiscriminate upload permissions and 
I'd need a sponsor.
