[pkg-otr-team] Get involved wiki section

Heya,

First of, i'm a Debian "newbie", i'm unfamiliar with how
packaging/backporting works. I'm still not really sure what sponsoring
really is but anyway this is not the thread to explain that. However, I
did some work on the "Get involved" section on the wiki. However, since
i'm a "newbie" I find it a bit hard what to write down. I know have
wrote something down for users that can report bugs and developers that
want to squash bugs[1].

If anyone has pointers of what would be good additions, please let me
know, i'll happily research them, write them up and let them be reviewed
here.
