[pkg-otr-team] last two packages have been broken

+b2 means binary upload with no source changes, so by definition updated 
dependencies could not be fixed with a +b3 upload...

but/and yet I still fail to see what's broken. just if there is something it 
still needs to be fixed in unstable first.
