[php-maint] php license in pear modules

Hi,

I've started to adopt the pear packages that were up for adoption and
started some maintenance for for pear packages who already were in svn.
(in the end :-) )

With php-db I noticed that there's a license problem. My question now is:

Should I first fix this license problem, and we ask the release manager
to include this changes into etch? For php-db (and probably other
packages to) there is a new upstream version available, but is should
probably not be included into etch.
