Yes, the modules which are licensed under the php license are the
problem. But updating the license to version 3.01 solves the problem.
But this does not require much changes. I could commit the required
changes - for all modules - until Friday, Feb the 16, 8 pm CEST (DST).
Beside the license I would change the maintainer (only applies to the
modules that are adopted).
But the question still is: will release manager accept the changes
(license bugs are severity important, e.g. #332608 [1] ).
