What about adding the DEB_BUILD_OPTIONS=nocheck condition?
I don't know if you read Neil's thread in -devel about
DEB_BUILD_OPTIONS=nocheck,nodoc,etc.

I don't think php will ever be used in embedded devices but it would
be a nice way to skip the test when making local builds :-)
