[php-maint] Bug#507762: php-pear sets /usr/etc/pear.conf

Hello

After a purge and a fresh install of php-pear I get the following:

    # pear config-show
    Configuration (channel pear.php.net):
    =====================================
    ...
    User Configuration File        Filename         /root/.pearrc
    System Configuration File      Filename         /usr/etc/pear.conf

"/usr/etc/" is wrong. The Debian package installed a /etc/pear/pear.conf
which is probably meant.
