[php-maint] Bug#507765: php-pear: pear remote-list only shows a couple of packages

Any idea why a purged and then freshly installed php-pear only
shows a couple of PEAR packages?

Using ngrep I can see that pear downloaded a file list containing
many more packages like e.g. XML_SVG.
