[php-maint] Finally packaging PEAR+deps

i have a comment on this.  first and foremost, i would really like to see a 
sane setup for lenny, where we can some kind of way to have downloaded and 
debian-installed packages coexist to a certain extent.

regarding this particular fix though, my main concern is that it makes the 
system a bit schizophrenic about where stuff should be going.  i don't know, 
for example, whether any other packages make use of pear commands in their 
packaging/maintainer scripts.

i would say a true fix should do one of the following:

- properly patch pear to look in both places
- provide a /usr/bin/pear-local for the local admin to use, and 
leave /usr/bin/pear unchanged
- move the /usr-oriented pear out of /usr/bin, and have /usr/bin/pear act like 
pear-local in the previous example

or maybe someone else has another suggestion?
