Ugh.  I don't think admins are likely to use pear-local because they
often won't RTFM.  (And I say this from experience, not because I don't
like admins.)

Hrm… If patching the default behavior, as in the first option, isn't
possible, then this makes sense.

Actually, I just checked /usr/bin/pear on my system and found that it is
patched to behave differently depending on a couple of environment
variables (PHP_PEAR_INSTALL_DIR and PHP_PEAR_PHP_BIN).  Any reason not
to change the default installation to /usr/local and otherwise use
/usr/bin/pear as it currently stands?
