sure, though there's an informal procedure for doing so.  please put the
source package somewhere it can be fetched by a sponsor/uploader and
then ask for it to be sponsored/uploaded.  to increase the likelihood
of sponsorship you should also cc debian-mentors, as most of the folks
on this list are quite busy.
