[php-maint] dfsg-repack.sh no longer needed?

Looks like 5.3.0 has moved the following extensions to PECL:

    dbase
    fbsql
    fdf
    ncurses
    ming
    sybase

The dbase extension to appears to be the reason for the dfsg-repack.sh
script.

Can we drop the dfsg-repack.sh script and the “dfsg” extension in the
version number for 5.3.0?

(Yes, I've created a git copy of the subversion repo using git-svn and
begun looking at what is involved in packaging 5.3.0.   I'm open to any
advice or direction you all may want to give.)
