[php-maint] Manpower offer on RFA pear modules

Hello,

I saw a few days ago that there are some php pear modules (imagick,
cache, memcache, net-ftp, etc.) that are in RFA state.

I start to work on php-imagick (first version uploaded on
mentors.debian.net), which lacks of maintenance particularly of new
upstream version integration. I have seen that there is a "team" and i
think it would be more wise to take over by the Php Debian team.

This is quite the same problem on such other php pear
modules in RFA state and this is why i have possibly planned to repeat
these steps with other RFA php related packages.

I'm at your disposal on irc (OFTC) as "gui".
