sounds like some needed effort.  myself i don't spend much time on the
pecl and pear related stuff (even the time/motivation that i have for
php5 seems to be disappearing!), but there's one or two others on this
list who do.  but anyway i think that the help is generally appreciated.

at least a couple of those packages that you mentioned (cache, net-ftp)
are already in the pkg-php svn repo but i have no idea about their state.

i suggest that you create an alioth account if you haven't done so already,
and then we can add you to the pkg-php group.  this should grant you commit
access to the svn repos.  you can then work on the existing svn repos
as well as introduce any new ones (you should probably talk to one of
the more active folks for that as they have some kind of template/setup
iirc).  alternatively, if you're a git fan we also have a git space but
for this you should also probably check with the existing pear folks to
see what they think.

as for sponsorship, this is also a good list to cc when requesting
sponsors.  i think at least mark has in the past sponosored pecl/pear
packages from others, and if you catch me on a free day i might be able
to help with that too.
