Those are modules that some (not all) of the weather backends depend on.

For example, the metar backend can optionally fetch data via FTP. The
versions are from the package.xml; I figure the PEAR metadata requires those
minimum versions because the backends using those modules depend on features
etc. present in those versions and newer.
