That would break the PEAR installation which lists LICENSE and README
files installed as /usr/share/php/doc/PEAR/{LICENSE,README} and
/usr/share/php/doc is symlinked to /usr/share/doc/php5-common/PEAR/.
In another words the PEAR (first) directory includes whatever pear
install throws into it.

And I don't think it's worth creating another symlink (from PEAR/PEAR
-> PEAR) just for purity.
