I took a look at the current transitions and it I'd say the RT would hate us 
if we start the php transition by uploading to sid without their approval.

Also, the transition is going to need more work than what I expected, see 
below.

we need more people for fixing the bugs that are revealed (or the broken tests

I rebuilt all (well, almost all) the rdeps of php5-dev against the packages in 
experimental and the picture doesn't look good:
Successful builds: 8 (22%) [1]
Failed builds: 20 (54%) [2]
Seemingly unrelated failure: 7 (19%) [3]
Not tested: 2 (5%) [4]

SWIG will probably get support at some point and those based on it will be 
okay then.
