[php-maint] Can I be set as project admin?

Unfortunatelly those people don't write any comments when they join,
so it's hard to add people to the team which has write access to php5
repository based just on join request.

As a starter, yes.

Definitely. Also move maintainers email of PEAR packages from pkg-php-maint
list would help a lot.
