[php-maint] Bug#657697: php5: suhosin silently disabled

Hi.

Actually this should be marked critical, as an important security feature
was apparently silently disabled.

a) The package descriptions still all claim, that suhosion patch would be enabled.

b) There should be NEWS.Debian entry about it's removal.
