[php-maint] Bug#714728: Bug#714728: [php5] Depends on libsystemd-daemon-dev library on !linux-any

Simple "please add [linux-any] to libsystemd-daemon-dev" without all the
FUD would have sufficed...

It will be fixed in next php5 upload.
