[php-maint] PHP 5.5 in wheezy-backports

I think the policy is to only backport whenever the version arrives testing.
Here we're still talking on version 5.5 which is in experimental.
Maybe we should delay this discussion till it will be relevant (after 5.5
official release)?

In general, providing a backport of newer PHP versions to stable sounds
good.
