I think you debian/copyright needs some reworking:
 php-7.0.6/pear/install-pear-nozlib.phar:* Change license from LGPL-2.1+ to LGPL-3.0+
 php-7.0.6/ext/pdo_odbc/odbc_driver.c:  | This source file is subject to version 3.0 of the PHP license
 php-7.0.6/ext/bcmath/* seems to be LGPL-2+
 php-7.0.6/ext/gd/tests/Rochester-Regular.otf seems to be under Apache-2
