[php-maint] Contributing

Hi Ondřej,

I guess I was a little confused, and didn't elaborate very well on what I
was looking for. I am a Debian user, so I would like to start helping with
packaging the interpreter for Debian, to get a feel for how it works, with
the end goal of contributing to it.
