Hi Billy,

then I would suggest several things:

1. Start by reading this:
https://www.debian.org/doc/manuals/maint-guide/
2. if you don't run screaming, then you can read on maintainer scripts
(src:dh-php, src:php-defaults) like phpenmod, phpdismod and possibly
write some documentation on how they can be used. Improvements are
always welcome (althought I would suggest discussing bigger changes
first here).
3. if you are still not running, screaming, then continue to
debian/rules in src:php7.0 package.
4. now I am sure you are running, screaming :).
