If you're doing that kind of thing, you really need to subscribe to the
lists pgsql-general@postgresql.org and pgsql-hackers@postgresql.org. 
pgsql-hackers is probably the place for a small patch.

You need to make sure that an upstream patch is against current CVS (see
the developers' corner on www.postgresql.org).
