I did so; it was surprisingly easy and is quite elegant. I attached
the current output of 'cvs diff -u', but did not yet commit it. I
tested the package in various ways (with and without supplying a new
conffile).

Any comments to this solution? If not, I will check it in tomorrow
evening.

There are still places where conffiles are changed:

1. convert.pg_hba.conf (pg_hba is currently a conffile, which it must
   not be when we touch it)
2. changing POSTGRES_DATA when /var/lib/postgres/dpkg-postinst-flag
   exist; I don't understand this fully, is this old cruft?
3. convert_old_conv() (woody)
4. postmaster.conf: POSTGRESHOME -> POSTGRES_HOME (woody)
5. pg_hba.conf: peer -> ident authentication (woody)

(woody) means that the woody version already did the conversion (which
was not policy compliant as well, but the heck, it's already done and
history :-/ ); IMHO we should delete it completely.

I also found some unreferenced files in the debian/ directory, which I
would like to remove (they remain in older CVS revisions,
though). And the new linda and lintian revealed a bunch of other (easy
to fix) errors, too.
