[Pkg-postgresql-public] doen't run

Dear all,
When i use dpkg -l "postgresql*" i see following output:

When i use debian:/home/mohsen# /etc/init.d/postgresql-8.3 start

I didn't see any output.
Then i run su postgres
& run psql & see following output:
psql: could not connect to server: No such file or directory
	Is the server running locally and accepting
	connections on Unix domain socket "/var/run/postgresql/.s.PGSQL.5432"?
What's my problem?Please help me.....
