You do not have any clusters created. Usually, installing
postgresql-8.3 from scratch will create a default one ("8.3/main");
this will not happen on upgrades, though. How did you install
postgresql-8.3?

You can use "pg_createcluster 8.3 main --start" (as root) to create
one. Please see /usr/share/doc/postgresql-8.3/README.Debian.gz .
