Hey.
Just close this if it's already fixed in more recent versions:
When doing e.g.
# pg_createcluster 9.4 test
Creating new cluster 9.4/test ...
config /etc/postgresql/9.4/test
data /var/lib/postgresql/9.4/test
locale en_DE.UTF-8
Flags of /var/lib/postgresql/9.4/test set as -------------e-C
could not change directory to "/root": Permission denied
port 5433
>From within a directory not readable by postgresql, one get's the:
could not change directory to "/root": Permission denied
These tools should perhaps all "cd /" in some early place :)
