Hey.
The pg_* tools that add/remove clusters, and thus generated units like:
systemctl start postgresql at 9.4-myCluster.service
should perhaps do something like:
systemctl daemon-reload

OTOH, this also means that any not-yet active confi changes will get
active, and perhaps the sysadmin may have deliberately not reloaded
systemd config yet.

So perhaps these tools should just print a info message like:
run "systemctl daemon-reload" in case you want the generated units
to be used.
