thanks for your interest!

Most of https://wiki.debian.org/DebianMentorsFaq applies to the
PostgreSQL packages as well, so start there, especially all the other
FAQs and HOWTOs linked from there.

I'm mostly available on IRC, if you stop my on #postgresql-apt on
irc.freenode.net (not oftc in this case), we can help you sort out the
package. Or ask on the mailing list (Cc'ed). (Be aware though that
this is a non-trivial task, this is a web app that can also run as
desktop app, the packaging layout will need some original research to
be done.)
