[Pkg-postgresql-public] Bug#868367: postgresql-common: standby cannot start with "recovery.conf file found in config directory"

Dear Maintainer,

I update postgresql-common and restart standby. Now my standby cannot
start with message: "recovery.conf file found in config directory".

Yes, I have recovery.conf in /etc, this is intentional. I symlink it
from data dir.
