As an interim measure, that sounds fine, but protobuf has an extensive
test suite and Debian builds on more architectures than Google tests on,
so I think it would be unfortunate to disable the test suite longer than
is necessary.

Perhaps for uploads to experimental, it's fine, but for unstable we
really want to have the test suite enabled.

E.g., see #572923 for an architecture specific test suite failure.
