Test failures of changelog.

James,

While this makes debian_support not fail with ~ in the version, it still
behaves incorrectly for comparisons.  This isn't an issue for changelog,
but it would be good to have consistency between apt_pkg and native
implementations...

I'm working on understanding the algorithm.  Hopefully I'll have a fix
this week.
