Test failures of changelog.

Hi John,

Thanks for noticing this.

I only tested the fix indirectly with changelog's testsuite, which as
you said doesn't touch this.

It would be good if there was a debisn_support testsuite of some sort
that could help us here. Ideally it would test both implementations, if
that's possible. Maybe I'll try and write one at some point.

Good luck understanding the algorithm, the version comparison looks a
bit hairy to me.

Also this reminds me, I'll add a Suggests: python-apt to the package so
that it is clear that there is a link between the two, but it seems that
I should add a note somewhere about what it would do. Does the
desciption sound best, README.Debian, somewhere else?
