Test failures of changelog.

I just tried turning on the selftests of changelog in the build and then
building it in pbuilder picked up a problem.

Now that the version objects use the debian_support ones and python-apt
isn't installed in the pbuilder it shows that the debian_support in the
source package doesn't work with ~ in the version.

Is this fixed in a debian_support somewhere?
