merging btsutils into debian_bundle

As you wish, but also consider that, if you have stuff which is not
really BTS-specific you can try to see if debian_bundle.debian_support
currently already contains something like that (which you could help
factorize) or if you can contribute something to be put there.

Feel free to choose between working now on the factorization or do it
"batchly" afterwards. Finally (hint hint hint) also consider that we are
using bzr, so keeping separate branches (one for the "official" debian
package, one with your changes) won't be a big deal.

But again, as you prefer :)
