Which I just did. My preference would be to relicense deb822 under the
LGPL. This would mean more people could use it in their non-GPL code,
including the other python-debian libraries.

The problem there is that deb822 will use python-apt if it is
available for better performance. python-apt is licensed under GPL v2
or greater. One option is to come up with some scheme where we
dual-license under LGPL and GPLv2 or greater, but restrict our usage
of python-apt to GPLv2-or-greater licensees
(e.g. deb822.gplv2_or_greater = True).

Another option is to just license under "GPL v2 or greater" - its
a simpler statement, but more resrictive.

I'd like to avoid "GPLv3-only" or "GPLv2 and GPLv3".
