Quoting the current UNRELEASED changelog:

* Allow urgency=HIGH and other words made of capital letters there, see
fuse's changelog.
I can't find anymore the reference to that, but I've recently read that
upper case urgencies will be treated by dak as "low", no matter what. We
should be consistent with that of course.
