There is an ongoing dispute between Policy and ftpmaster/release team on
this:

    http://bugs.debian.org/484511

(Basically Policy has said for years that it is case-insensitive, and
dak/britney have treated non-lowercase values as invalid, for years
too.)

Best world scenario is that this gets resolved quickly, and we can just
delay the upload a bit until that happens.
