[Pkg-qof-maintainers] gnotime failed to build on sparc

gnotime failed to build on a sparc buildd, but did build on my sparc
pbuilder.  This appears to be due to a difference in how sbuild and
pbuilder handle available but uninstallable build-dependancies.
(pbuilder tries the alternative.)

gnotime failed to build on all other buildds that have tried it so
far, but I did not investigate why.
