I have submitted a support request for the SVN repository creation
(request #301082).

I don't really know, I have never used cvs-buildpackage. However, I plan
to add a few additional rules to debian/rules to automate the build tree
setup (retrieving/unpacking upstream source, etc) which will simplify the
building procedure.

I am not too familiar with this one either. Is there a good reason why we
would need it? As we currently have a working build infrastructure,
including something else into it looks like a violation of the KISS
principle to me :-).
