You never need anything in building a Debian package. You can only use
tools that ease package creation. cdbs is a big aid in creating policy
compliant packages since your debian/rules file is tiny and does The
Right Thing in most of the cases.
Take a look at my ser2net package which does use cdbs.
Its disadvantages are the lack of documentation and that you need to
be a make wizard to customize the build process.
